“To meet the complex climate challenges of our time, we need to invest in the people doing the work and build the relationships that allow councils to think and act together.”

Melanie Cutler, Eastern Alliance for Greenhouse Action

The challenges are complex. We can't lead them alone.

Local governments play a critical role in turning climate and environmental priorities into practical action for their communities – through planning, infrastructure, policy, services and partnerships.

But these challenges don’t sit neatly within one team, council or sector. They require people who can work across boundaries, collaborate effectively and turn shared ambition into action.

Off the back of the success of the 2026 program, the WELA Leadership Intensive will bring women and gender-diverse leaders from across Victorian local government together to build the relationships, systems thinking and leadership skills needed to navigate complexity, influence change and move climate priorities forward.

Lead through complexity

Build practical approaches to systems thinking, influence and decision-making that help you lead change in complex environments.

Build a cross-council network

Strengthen relationships across councils, regions and disciplines, creating new opportunities to collaborate and learn from each other.

Turn ambition into action

Apply your learning to real challenges and identify practical opportunities to advance climate action within your council and across the sector.

What the 2026 cohort shared:

100% said the program was worth the investment

100% planned to apply their learning within three months

97% built lasting cross-council relationships

“This was one of the best professional and life learning programs I’ve participated in.”

Frequently Asked Questions

Can you help me make the case to my manager?

The WELA Leadership Intensive is designed to create value beyond the individual participant. Throughout the program, you’ll apply your learning to real challenges from your work, while building practical skills and relationships that can strengthen climate action within your council and across the sector.

Participation can help you:

  • Apply practical leadership, systems thinking and influence tools to current workplace challenges
  • Build your capability to work across teams, stakeholders and organisational boundaries
  • Learn from approaches being tested in other Victorian councils
  • Develop cross-council relationships that can support future collaboration, problem-solving and knowledge sharing
  • Bring new ideas, perspectives and practical approaches back to your team and organisation

For your professional development request, you could describe the Intensive as a practical leadership development program focused on strengthening participants’ ability to navigate complexity, influence change and collaborate across organisational boundaries. The program combines applied leadership learning with cross-council peer learning, using real workplace challenges so participants can bring their learning directly back into their roles.

Are there scholarships available?

Two full scholarships are available, with priority given to:

  • First Nations leaders
  • People from under-represented communities
  • Participants from rural and regional councils
  • Volunteers
  • People experiencing financial barriers

If you wish to apply for a scholarship, you can do so as part of the application form process.

What happened in 2026?

In 2026, the WELA Leadership Intensive for Victorian Local Government Leadership Intensive brought together 31 local government leaders from 24 Victorian LGAs.

Participants told us:

  • 100% said the program was worth the investment
  • 100% planned to apply their learning within three months
  • 97% built lasting cross-council relationships
  • 93% would recommend the program to a colleague

Participants also reported strengthened leadership confidence, stronger cross-council relationships, new peer mentoring relationships and practical application of systems-thinking and leadership tools in their work.

Following the 2026 program, a collaboration between Castlemaine Institute and the City of Ballarat led to a licence agreement to develop and implement the Home Upgrades for Climate Resilience Workbook. This is one example of what can happen when leaders have the relationships, trust and space to work together on shared challenges.

Who are the facilitators and speakers?

The program will be facilitated by WELA’s leadership team, with guest speakers and contributors from across local government, climate and environmental leadership.

Louise Duxbury
National Leadership Program Lead & Facilitator, WELA

“Success isn’t a room full of people learning about leadership. It’s a network of leaders building the relationships and capability to shift systems together.”

Pasanna Mutha-Merennege
Policy & Advocacy Manager, WELA

“When we create the conditions for women in local government to lead and thrive in their workplaces, we see more inclusive and equitable solutions…we transform our workplaces, our policy responses and our communities”

+ More to be announced!

“I’m leaving with new friends, collaborators, and a real sense that we’re not doing this work alone.”
